NOTICE OF RULES AND REGULATIONS UPDATE

Dear Residents,

Chatham Park continually reviews its Rules and Regulations to ensure our community remains safe, attractive, and enjoyable for all residents while protecting the long-term value of the homes and community.

Over the past year, management has reviewed the current Rules and Regulations and identified several areas requiring clarification or expansion. These updates are intended to improve community appearance, define maintenance responsibilities, improve safety, clarify storage and parking requirements, and address issues that have arisen through normal community operations.

Pursuant to Minnesota Statute Chapter 327C and your Lease Agreement, this letter serves as more than sixty (60) days written notice of amendments to the Chatham Park Rules and Regulations.

The revised Rules and Regulations will become effective September 1, 2026.

These changes are intended to clarify expectations and responsibilities while preserving the peaceful, family-oriented character of Chatham Park.

These Rules and Regulations are incorporated into and made part of each Lease Agreement. Residents, occupants, and guests are required to comply with these Rules and Regulations at all times. These Rules and Regulations supplement and are intended to be consistent with the Lease Agreement and Minnesota Statutes Chapter 327C.

PURPOSE AND AUTHORITY

These Rules and Regulations are adopted to maintain a safe, attractive, and enjoyable manufactured home community for all residents.

Management reserves the right to interpret and enforce these Rules and Regulations in accordance with Minnesota law.

Violations may result in notices, corrective action, charges, lease termination, or eviction.

REGISTRATION AND OCCUPANCY

Every adult resident must complete a Park Residency Application. The application fee is $25.00.

All occupants must be listed with management.

Guests staying more than ten (10) consecutive nights or ten (10) nights within any thirty (30) day period must be reported to management and may be required to complete an application for approval.

Management may waive guest application requirements in writing.

Only approved residents may occupy a home.

Subleasing, assignment, or rental of a homesite or home is prohibited without prior written approval from management.

HOME AND LOT MAINTENANCE

Residents are responsible for maintaining their lot in a neat, clean, safe, and attractive condition.

Residents are responsible for mowing grass, raking leaves, removing sticks and tree limbs, removing debris, maintaining safe access to the home, and keeping the lot free of clutter and loose items.

Front and back yards must be neatly organized and free of toys, tools, equipment, construction materials, vehicle parts, and yard debris.

All lawn debris must be moved to the designated disposal area behind the pole barn.

Wildlife damage to homes, sheds, decks, skirting, landscaping, or other resident-owned property is the responsibility of the resident.

Homes must be skirted with approved material within thirty (30) days of installation.

All homes must remain in good repair and comply with community standards.

The following require prior Park Approval: decks, porches, canopies, sheds, garages, fences, retaining walls, exterior alterations, lot modifications, recreational structures, and any digging or excavation.

Crosslake permits and approvals must be obtained where required.

Residents must contact 811 before any approved excavation.

Unless otherwise approved by management, residents are limited to one (1) shed and one (1) garage per lot.

Management reserves the right to approve additional structures based upon lot size, placement, utility access, safety considerations, and overall compatibility with the community.

EXTERIOR APPEARANCE STANDARDS

Homes and lots shall be maintained in a neat, clean, safe, and attractive condition at all times.

The following conditions are prohibited: peeling, deteriorated, or neglected exterior finishes; missing, damaged, or improperly installed skirting; broken windows; damaged siding; missing trim; tarps used as permanent repairs; excessive rust, deterioration, or visible structural defects; and any condition creating an unsafe, unsanitary, neglected, or visually deteriorated appearance.

Management may require corrective action whenever a home or lot falls below community appearance standards.

Temporary repairs must be replaced with permanent repairs within ninety (90) days unless otherwise approved by management.

OUTDOOR STORAGE

The following items may not be stored outdoors without prior Park Approval: appliances, tires, auto parts, scrap metal, construction materials, household furniture intended for indoor use, and miscellaneous debris.

Approved storage must be maintained in an orderly manner.

Tarps may not be used as permanent storage coverings.

LANDSCAPING

Residents are responsible for maintaining all landscaping installed by the resident.

Dead trees, shrubs, or plantings must be removed or replaced.

Vegetable gardens, retaining walls, decorative landscaping, and substantial landscape modifications require prior Park Approval.

Plantings may not interfere with utilities, drainage, roadways, or neighboring homesites.

SNOW AND ICE REMOVAL

Residents are responsible for removing snow and ice from driveways, walkways, sidewalks, steps, and entrances.

Snow and ice must be removed within twenty-four (24) hours after snowfall has ended.

Failure to maintain safe access may result in management performing the work and charging the resident as additional rent.

FIRE SAFETY

Firewood must be neatly stacked and limited to one (1) cord in visible yard areas unless otherwise approved.

Fire pits require prior Park Approval.

Open burning must comply with local ordinances and permit requirements.

Residents are responsible for lawn damage caused by fire pits.

Propane tanks must be stored safely and screened from street view whenever practical.

Fire pits must remain attended while in use.

Prompt repair of damage to homes is required.

Irreparably damaged homes may be required to be removed within fourteen (14) days following notice.

GARBAGE AND WASTE MANAGEMENT

Garbage containers must remain closed and secured.

Containers should be stored out of sight from the street whenever practical.

The park provides one standard container per lot.

Additional containers require management approval and are the resident's responsibility.

No garbage may be placed outside containers.

Garbage disposals are prohibited.

Leaf burning is permitted only in approved locations and in compliance with local regulations.

UTILITIES AND SERVICES

Residents are responsible for electrical connections serving their home, utility maintenance serving their home, sewer connections serving their home, water risers serving their home, heat tape systems, insulation, and freeze-protection equipment.

Electrical connections must comply with applicable codes.

Residents are responsible for freeze-related damages and repairs.

Excessive water use may result in additional assessments.

Repairs caused by resident negligence may be charged to the resident as additional rent.

HEAT TAPE, WATER RISERS, AND FREEZE PROTECTION

Residents are solely responsible for the inspection, operation, maintenance, repair, and replacement of all heat tape, insulation, freeze-protection devices, water risers, and related equipment serving their manufactured home from the point of connection to the community utility system.

Heat tape systems must be installed and maintained according to manufacturer specifications, be suitable for manufactured home use, remain operational throughout freezing weather conditions, and be inspected regularly by the resident.

All heat tape and freeze-protection systems must be fully operational no later than October 15 of each year and remain operational until the danger of freezing temperatures has passed.

Residents are encouraged to disconnect or deactivate heat tape during warm weather to reduce energy consumption and extend equipment life.

The resident is solely responsible for frozen water lines, frozen risers, freeze-related utility interruptions, damage to the resident's home, and damage to community infrastructure caused by failure to maintain heat tape or freeze-protection systems.

Any repairs, service calls, excavation, replacement of risers, water lines, valves, fittings, or related infrastructure required due to failure, neglect, misuse, or improper maintenance of heat tape or freeze-protection systems shall be the responsibility of the resident and may be charged as additional rent.

Management may require immediate corrective action if a heat tape or freeze-protection system appears unsafe, damaged, disconnected, improperly installed, or otherwise inadequate to protect the water system from freezing.

Chatham Park Management does not monitor, maintain, inspect, repair, replace, or guarantee the operation of resident-owned heat tape or freeze-protection systems.

VEHICLES AND PARKING

All vehicles must be licensed, operable, and registered with management.

Residents must notify management within ten (10) days of any vehicle change.

Each homesite may have up to two (2) vehicles parked outside garages unless otherwise approved.

Minor vehicle maintenance such as tire changes, battery replacement, and washing is permitted.

Major vehicle repairs are prohibited.

Parking on lawns is prohibited.

Vehicles not registered with management may be towed at the owner's expense.

The speed limit throughout the community is 10 MPH.

BOAT, RV, CAMPER, TRAILER, AND STORAGE YARD RULES

Boats, RVs, campers, trailers, snowmobiles, ATVs, and similar recreational vehicles must be registered with management.

Storage is limited to approved areas behind the pole barn unless otherwise approved.

Each resident may store one vehicle free of charge.

Additional storage spaces are subject to a $35 monthly fee per vehicle.

Residents are responsible for maintaining the area surrounding stored vehicles.

Access codes provided for storage areas may not be shared.

Indoor pole barn parking may be available at rates established by management.

Pole barn storage rentals may be available at rates established by management.

RECREATIONAL EQUIPMENT

The following are prohibited without prior Park Approval: basketball hoops, trampolines, large play structures, and recreational equipment that may impact neighboring lots.

All approved equipment must be maintained in a safe condition.

SWIMMING POOLS

Temporary pools not exceeding seventy-two (72) inches in diameter and twelve (12) inches in depth are permitted.

Pools exceeding these dimensions require prior Park Approval.

Any approved pool exceeding these dimensions shall require payment of a $300 Pool Usage Fee prior to filling the pool.

Residents are responsible for all maintenance, safety requirements, drainage, and damages associated with pool use.

Management reserves the right to require removal of any pool creating safety, drainage, septic, water-use, or nuisance concerns.

PETS

One pet per household is permitted unless otherwise approved.

All pets must be registered with management.

Vaccinations must be maintained.

Pet owners must immediately clean up pet waste.

Pet owners are responsible for nuisance behavior, excessive barking, aggressive conduct, or property damage caused by their pets.

Management reserves the right to prohibit or require removal of any pet that poses a threat to the safety of residents, guests, staff, or other animals.

BUSINESS ACTIVITIES

No business activity may create customer traffic, excessive deliveries, noise, odors, inventory storage, or nuisance conditions.

Home office activities with no visible impact on the community are permitted.

SATELLITE DISHES AND ANTENNAS

Satellite dishes and antennas require prior Park Approval regarding placement.

Residents are responsible for installation, maintenance, and any resulting damage.

CLOTHESLINES

Permanent clotheslines require prior Park Approval.

Temporary clotheslines must be removed when not in use.

RESIDENT CONDUCT

No peddling, soliciting, or distribution without prior written approval.

Only one family may occupy a home.

Residents shall avoid excessive noise and comply with local ordinances.

Parents are responsible for their children's actions.

Residents are responsible for the conduct of household members and guests.

Residents shall not create nuisance conditions or interfere with the quiet enjoyment of other residents.

COMMON AREAS

Common areas are for shared use by all residents.

Personal property may not be stored in common areas without prior Park Approval.

Children must be properly supervised.

Management reserves the right to regulate the use of common areas.

GUESTS

Guests must comply with all community rules.

Residents are responsible for guest conduct.

Children visiting from outside the community must be properly supervised.

Management may restrict guests for safety concerns or rule violations.

VACANT HOMES

Vacant homes must continue to be maintained in compliance with community standards.

Management may require corrective action when vacant homes become unsafe, unsightly, or neglected.

PLACEMENT, REMOVAL, AND SALE OF HOMES

Installation and removal of homes must be coordinated with management.

All balances owed to the community must be paid before a home is removed.

Written approval is required before placing a replacement home.

Residents must notify management before advertising a home for sale.

Buyers must complete an application and receive approval prior to occupancy.

Residents must provide sixty (60) days written notice before moving a home from the community.

Homes offered for sale within the community must comply with community appearance standards.

Outstanding violations may be required to be corrected prior to approval of an in-community sale.

THEFT AND VANDALISM

Residents should promptly report theft, vandalism, suspicious activity, or criminal conduct to law enforcement.

TAXES AND GOVERNMENT FEES

Residents are responsible for all personal property taxes, registration fees, licensing fees, and governmental assessments associated with their manufactured home.

LIABILITY AND RESPONSIBILITY

Management and ownership are not liable for loss, theft, damage, injury, fire, weather events, accidents, utility interruptions, wildlife damage, or other occurrences affecting resident-owned property.

Residents are encouraged to maintain appropriate insurance coverage for their homes, vehicles, personal property, and liability exposures.

RULE CHANGES

These Rules and Regulations may be amended upon sixty (60) days written notice as required by Minnesota law.

VIOLATIONS AND ENFORCEMENT

Violations may result in written notices, corrective action, charges assessed as additional rent, suspension of privileges, lease termination, or eviction pursuant to Minnesota Statutes Chapter 327C.

Residents may be evicted for non-payment of rent, violation of the Lease Agreement, violation of these Rules and Regulations, repeated violations after notice, criminal activity, conduct endangering persons or property, nuisance conduct, or any other grounds permitted by Minnesota law.

The cooperation of all residents helps maintain Chatham Park as a safe, attractive, and enjoyable community. Thank you for your assistance and compliance.
