NOTICE OF RULES AND REGULATIONS UPDATE

Dear Residents,
Rose Park continually reviews its Rules and Regulations to ensure the community remains safe, attractive, and enjoyable for all residents. After reviewing our existing policies, management has adopted several updates and clarifications intended to improve community appearance, safety, property maintenance, and operational consistency.
Pursuant to Minnesota Statute Chapter 327C and your Lease Agreement, this letter serves as more than sixty (60) days written notice of amendments to the Rose Park Rules and Regulations.
These changes will become effective September 1, 2026.

All existing Rules and Regulations remain in effect unless specifically amended below.
The complete revised Rules and Regulations are attached and will become effective September 1, 2026.

PURPOSE AND AUTHORITY
These Rules and Regulations are incorporated into and made part of each Lease Agreement. All residents, occupants, and guests are required to comply with these Rules and Regulations at all times. Management reserves the right to interpret and enforce these rules in accordance with Minnesota law. Violations may result in fees, corrective action, lease termination, or eviction.
REGISTRATION AND OCCUPANCY
A Park Residency Application is required for each adult resident eighteen (18) years of age or older. A non-refundable application fee of $25.00 is due at the time of application. All occupants, including children, must be listed on the application and lease. Management must maintain a current and accurate record of all residents. Guests staying longer than ten (10) consecutive nights or ten (10) nights within any thirty (30) day period must be reported to management and may be required to complete an application and obtain approval. Unapproved occupants are considered a lease violation and may be required to vacate immediately. Subleasing or assignment of a homesite is prohibited without prior written approval from management.
HOME AND LOT MAINTENANCE
Residents must maintain their homesite in a clean, orderly, safe, and attractive condition at all times. Required maintenance includes mowing grass, raking leaves, removing debris, removing clutter and loose items, and maintaining safe access to the home. If maintenance is not performed, management may issue written notice and, if necessary, perform corrective work and charge the cost to the resident as additional rent. Homes must be skirted within thirty (30) days of installation, exterior surfaces must remain clean and in good repair, and homes must meet community standards prior to sale unless the home is being removed from the community. Damage must be repaired within a reasonable period not exceeding ninety (90) days unless otherwise approved by management. Unsafe or irreparable structures may be required to be removed within fourteen (14) days.
The construction, installation, alteration, or removal of decks, porches, canopies, sheds, garages, fences, retaining walls, recreational structures, exterior alterations, lot modifications, or any digging or ground disturbance requires prior Park Approval. Residents must contact Gopher State One Call (811) before any approved excavation. Unless otherwise approved by management, residents are limited to one shed and one garage per lot. Management reserves the right to approve additional structures based upon lot size, placement, utility access, safety considerations, and overall compatibility with the community.
EXTERIOR APPEARANCE STANDARDS
Homes and lots shall be maintained in a neat, clean, safe, and attractive condition at all times. Peeling, deteriorated, or neglected exterior finishes, missing or damaged skirting, broken windows, damaged siding, missing trim, tarps used as permanent repairs, excessive rust, visible structural defects, and any condition creating an unsafe, unsanitary, neglected, or visually deteriorated appearance are prohibited. Management may require corrective action whenever a home or lot falls below community appearance standards. Temporary repairs must be replaced with permanent repairs within ninety (90) days unless otherwise approved by management.
OUTDOOR STORAGE
Appliances, tires, auto parts, construction materials, scrap metal, household furniture intended for indoor use, excess building supplies, and miscellaneous debris or discarded items may not be stored outdoors without prior Park Approval. Any approved outdoor storage must be maintained in an orderly manner. Tarps may not be used as permanent storage coverings.
LANDSCAPING
Residents are responsible for maintaining landscaping installed by the resident. Dead trees, shrubs, and plantings must be removed or replaced. Vegetable gardens, decorative landscaping, retaining walls, landscape edging, tree planting, and shrub planting require prior Park Approval. Landscaping may not interfere with utilities, drainage systems, roadways, or neighboring homesites.
SNOW AND ICE REMOVAL
Residents are responsible for removing snow and ice from driveways, sidewalks, walkways, steps, and home entrances. Snow and ice removal must occur within twenty-four (24) hours after snowfall has ended. Failure to maintain safe access may result in management performing the work and charging the resident as additional rent.
GARBAGE AND WASTE
Garbage must be placed in approved containers only. Containers must remain closed, properly maintained, and stored in an orderly manner. No garbage may be placed outside containers at any time. Garbage disposals are prohibited.
Residents are responsible for properly sorting garbage and recyclable materials. Trash, food waste, bagged garbage, household waste, and other non-recyclable materials may not be placed in recycling containers.
Our refuse provider assesses charges to the community when recycling containers contain excessive contamination and require manual sorting. If a resident's recycling container contains a significant amount of non-recyclable material and the community is charged a fee, fine, or additional service charge as a result, that cost may be charged back to the resident as additional rent.
Violations may result in cleanup charges, reimbursement of recycling contamination fees, and lease enforcement action.
UTILITIES AND SERVICES
Residents are responsible for proper connection of utilities, compliance with applicable codes, maintenance of utility connections serving the home, and maintenance of heat tape and other freeze-protection devices. Residents are responsible for freeze-related damage to water lines, risers, heat tape systems, or other utility components serving their home. Damage caused by negligence or failure to maintain utilities shall be charged as additional rent.
VEHICLES AND PARKING
All vehicles kept within the community must be operable, licensed, registered, and registered with management. Residents must notify management within ten (10) days of any change in vehicle ownership, registration, or replacement vehicle. Unless otherwise approved, a maximum of two vehicles may be kept on a homesite. Additional vehicles may be approved and may be subject to additional fees. Major vehicle repairs, inoperable vehicles, unlicensed vehicles, vehicles leaking fluids, parking on lawns, and double parking are prohibited. Violations may result in towing at the owner's expense. The speed limit throughout the community is ten (10) miles per hour.
RVS, BOATS, TRAILERS, AND RECREATIONAL VEHICLES
RVs, boats, campers, trailers, snowmobiles, ATVs, and similar recreational vehicles require prior Park Approval. Approved storage may be limited to designated areas and may be subject to fees.
RECREATIONAL EQUIPMENT
Basketball hoops, trampolines, large play structures, and recreational equipment that may impact neighboring lots are prohibited without prior Park Approval. Any approved recreational equipment must be maintained in a safe condition.
SWIMMING POOLS
Temporary pools not exceeding seventy-two (72) inches in diameter and twelve (12) inches in depth are permitted. Pools exceeding these dimensions require prior Park Approval. Any approved pool exceeding these dimensions shall require payment of a $300 Pool Usage Fee prior to filling the pool. Residents are responsible for all pool maintenance, water usage, safe operation, drainage, and compliance with applicable laws. Management reserves the right to require removal of any pool creating safety, drainage, septic, or nuisance concerns.
FIRE SAFETY
Open burning is prohibited except in approved fire pits. Fire pits require prior Park Approval. Firewood must be neatly stacked and may not be stored against homes, garages, sheds, or utility equipment. Propane tanks and cylinders must be stored in compliance with applicable safety requirements. Fire pits must be supervised whenever in use.
PETS
One pet is permitted per household unless otherwise approved by management. All pets must be registered with management, vaccinated, and properly controlled. Residents must immediately clean up pet waste and prevent nuisance or aggressive behavior. Violations may result in removal of the pet and lease enforcement action.
BUSINESS ACTIVITIES
Residents may not operate a business from their homes if the business creates customer traffic, generates excessive deliveries, creates noise, odors, or nuisance conditions, requires visible inventory or equipment storage, or otherwise impacts neighboring residents. Home office activities with no visible impact on the community are permitted.
SATELLITE DISHES AND ANTENNAS
Satellite dishes and antennas may be installed in accordance with applicable law; however, placement requires prior Park Approval. Residents are responsible for installation, maintenance, and any resulting damage.
CLOTHESLINES
Permanent clotheslines require prior Park Approval. Temporary clotheslines must be removed when not in use.
SMOKING AND MARIJUANA
Residents shall not create smoke, odors, or other conditions that unreasonably interfere with neighboring residents. Marijuana cultivation is prohibited without prior Park Approval and compliance with applicable law. All residents must comply with state and local laws regarding marijuana use and possession.
RESIDENT CONDUCT
Residents shall not create excessive noise, disturb other residents, create nuisance conditions, engage in unlawful activity, or endanger the safety of others. Residents are responsible for the conduct of members of their household and guests. All residents must respect the quiet enjoyment of the community.
COMMON AREAS
Common areas are for shared use by all residents. Personal property may not be stored in common areas without prior Park Approval. Children using common areas must be properly supervised. Management reserves the right to regulate the use of common areas.
GUESTS
Guests must comply with all community rules. Residents are responsible for the actions of their guests. Management may restrict or prohibit guests due to safety concerns, criminal activity, nuisance behavior, or rule violations.
VACANT HOMES
Vacant homes must continue to be maintained in accordance with community standards. Management may require corrective action for homes that become unsafe, unsightly, or neglected.
PLACEMENT, REMOVAL, AND SALE OF HOMES
All home placements and removals must be coordinated with management. A minimum of fourteen (14) days written notice is required before removal. All balances must be paid in full before removal. Residents must provide written notice before listing a home for sale. Buyers must complete an application and be approved prior to occupancy. Homes offered for sale within the community must comply with community appearance standards. Outstanding violations may be required to be corrected prior to approval of an in-community sale. Residents intending to vacate the community must provide sixty (60) days written notice.
TAXES AND GOVERNMENT FEES
Residents are responsible for all personal property taxes, registration fees, licensing fees, and governmental assessments associated with their manufactured home.
LIABILITY AND RESPONSIBILITY
Management is not responsible for loss, theft, damage, or injury. Residents are responsible for damages caused by themselves, members of their household, and their guests.
RULE CHANGES
These Rules and Regulations may be amended upon sixty (60) days written notice as required by Minnesota law.
VIOLATIONS AND ENFORCEMENT
Violations may result in written warnings, corrective action, charges assessed as additional rent, suspension of privileges, lease termination, or eviction pursuant to Minnesota Statutes Chapter 327C. Residents may be evicted for non-payment of rent, violation of the Lease Agreement, violation of these Rules and Regulations, repeated violations after notice, conduct endangering persons or property, criminal activity, or any other grounds permitted by Minnesota law.
